The Accumulo NAR bundles include the {{spotbugs-annotations}} JAR version 3.1.9 through a transitive dependency on ZooKeeper in {{accumulo-core}}.  The SpotBugs LPGL license is not compatible with the Apache Software License 2.0, and this dependency is not necessary for runtime operation, so it should be excluded.
