## What is the purpose of the change

refactor config-center implementation

## Brief changelog

* redefine `DynamicConfiguration` interface
* add `DynamicConfigurationFactory`
* synchronize `addListener` and `getConfig`
* move `ConfigurationUtils` from configcenter module to common module
