MaxClients being ignored

The docs for MaxClients should note the existance of HARD_SERVER_MAX
in scoreboard.h, and that it is 150 in the src as distributed.

Or perhaps HARD_SERVER_MAX should default to a larger value, such as,
eg, 255.
