I was looking at this section of the code today.  I think this can be changed with an XSLT modification.  I think we should split the synopsis at the top of the report into 2 sections: files and licenses.  We should report how many files of various types, how many files have missing headers, how many have unapproved headers.  We should then report how many licenses of each type were found.  Something like
