[I] Incompatible s3 table bucket error response - results in "blank" error [iceberg-go]

### Please describe the bug 🐞
Under some circumstances, s3 table bucket will return a non-200 response body of the following form:
`
{"message": "unfortunate things...."}
`
This will not parse correctly in the `handleNon200` method:
https://github.com/apache/iceberg-go/blob/f026751eee9710275b6e25590a3388d1e816fcc4/catalog/rest/rest.go#L371
Moreover, the json decoder will not report any errors either.
As a result, the returned error's `Error()` method returns an empty string, in a most unhelpful fashion.
