[CANCEL][VOTE] Release of Apache Phoenix 4.7.0-HBase-1.0 RC1

Due to PHOENIX-2649 and a few other issues[1] that have been found, let's
cancel the vote on this RC. We'll roll a new RC with fixes soon.
