Importing 1998 schema

I am trying to parse a SOAP schema and it keeps complaining that the
http://www.w3.org/XML/1998/namespace is used but not imported. Infact it is imported but no schema location is specified.
The SOAP schema used xml:lang which is a part of the above specification.

Here is the SOAP schema - http://www.w3.org/2002/12/soap-envelope/.
