   - [x] Here are some details about my PR, including screenshots of any UI changes:
   
   1. Ensure the maintenance mode rebalance logic keeps the same.
   2. Ensure the WAGED rebalancer treats the topology definition the same as other rebalancers.
   3. Minor adjust the constraint based algorithm normalization factor to ensure the rebalance preference config works as expected. The movement weight was too heavy, so without this change, no movement happens for evenness. And the migration tests will fail.
   4. Adding tests to cover all the existing features, such as migration and node swap.
