[PR] Allow REMOVE REGION for read-only DataNodes [iotdb]

   `REMOVE REGION` currently rejects a target DataNode unless it is `Running`. This prevents removing a region replica from a DataNode intentionally placed in `ReadOnly` state.
   
   This change makes the target status check operation-specific:
   
   - `REMOVE REGION` accepts `Running` and `ReadOnly` targets.
   - `MIGRATE REGION`, `RECONSTRUCT REGION`, and `EXTEND REGION` continue to require `Running` targets.
   
   Added a regression test covering removal from a read-only target DataNode.
   
   Validation:
   - `mvn spotless:apply -pl iotdb-core/confignode`
   - `mvn -pl iotdb-core/confignode -am -DskipTests -Dcheckstyle.skip=true compile`
   - `mvn -pl iotdb-core/confignode -am -Dtest=ProcedureManagerReconstructRegionTest -Dsurefire.failIfNoSpecifiedTests=false -DfailIfNoTests=false test`
   - `git diff --check`
