   ### Summary
   
   `AlertRuleController` exposes the business-rule runtime feed and a native test action alongside CRUD. The suite covered CRUD, paging and transfer but never those two endpoints.
   
   ### Changes
   
   - `GET /api/business-alert-rules/runtime` returns the business rule runtime rows
   - `POST /api/alert-rules/test` maps the request into a candidate and returns the native test result samples
   
   ### Testing
   
   `mvn test -Dtest=AlertRuleControllerTest` passes: 24 tests, 0 failures (up from 22).
