Why docker images are not under "apache" but "apachepulsar" ?

Hi,
do you know the reason why we are publishing Pulsar docker images to
"apachepulsar" and to to "apache" ?

for instance in BookKeeper we have
https://hub.docker.com/r/apache/bookkeeper/

but for Pulsar it is
https://hub.docker.com/r/apachepulsar/pulsar/

"apache/bookkeeper" is managed by ASF infra
"apachepulsar/pulsar" is managed by Apache Pulsar PMC

Is there any historical reason ?
