[I] Compute `array_length` from offsets [datafusion]

### Is your feature request related to a problem or challenge?
Similar to #25078, it would be more efficient to compute `array_length` from the offset buffer rather than the current approach of forming per-row arrays and then getting their length.
When called for `array_length` of dimension one, this is straightforward. For other dimensions, we could do something similar but it would probably require more offset math.
