Will change to constants file. Please let me know why you want a different default value ? while that is already part of serviceDef. I feel null value which is also the current default might be appropriate. And the code handles that as well. Please explain your reasoning.

Declare "ranger.plugin.hive.mask.redact.override" in RangerHadoopConstants file; declare a default value also there and use it in the code if not set.
