The cgi documentation is inacurate or cgi bug.
the cgiPathPrefix says that it directs to the path where .cgi must be placed.
No cgi can't be run from this path.
The path is absolute o relative?.

absolute:
/var/tomcat/webapps/application/WEB-INF/cgi
relative:
/WEB-INF/cgi

Either case no .cgi can't be run from that path.
