[I] ApproxPercentileAccumulator returns execution error when no values [arrow-datafusion]

Dandandan opened a new issue, #9581:

   ### Describe the bug
   
   This returns a execution error.
   We should likely return a null value instead like other aggregation functions.
   
   ### To Reproduce
   
   ```
   create table t(a int);
   select APPROX_PERCENTILE_CONT(a, 0.5) from t;
   ```
   
   This returns
   
   ```Execution error: aggregate function needs at least one non-null element```
   
   ### Expected behavior
   
   Return null value.
   
   ### Additional context
   
   _No response_
