Attempting another 1.5.0 RC next week - commit any pending work for this version

It looks like the lingering issues from the Jackson work has been resolved,
by HBASE-23015. Unless someone beats me to it I plan to try and release
1.5.0 next week. If you have any work pending that targets this version,
there are only a few days left to get it in before the next RC is cut.

I opted to wait until Monday because there was some concurrent activity
when I went to make the RC. Please flush all pending branch-1 work by
Monday. If it is not important no need to rush it, we can get it in to a
new patch or minor release later.

HBASE-23101 blocks. I'm not sure how common bulk load / hfile replication
is enabled, but can't in good conscience release with known bug where if in
use it's easy to configure a replication loop. I could be convinced to move
forward anyway if:
- A warning in the release notes and announcement is sufficient. (I'm not
convinced.)
- A patch is applied that disables bulk load replication until HBASE-23101
is committed.

Of course... it is the gift that keeps on giving, sigh. I see there is a
patch from Viraj for that issue now. Thanks Viraj!

I'm back from vacation. I'll be running tests soon (after HBASE-23086)
lands. With any luck we can shake out test issues this week and get
binaries out there. I'll be working on branch-1 (1.5.0) but anything
relevant for branch-1.4 or branch-1.3 will be committed there too.

heads up that TestShell is failing consistently on branch-1 and branch-1.4

I haven't worked out specifics yet, but the failure corresponds
perfectly with HBASE-23015 landing.
