When the shim receives {{CompleteApplication}} while active tasks still exist, it cancels the event to avoid prematurely completing the application. However, the completion event is not retried after those tasks are removed. This can leave the application stuck in the {{Running}} state with an empty task map. Track deferred completion and complete the application once all active tasks have been removed.
