[PR] HDDS-12905. Move field declarations to start of class in ozone-common module [ozone]

## What changes were proposed in this pull request?
Code for the ozone-common module made compliant with PMD.FieldDeclarationsShouldBeAtStartOfClass verification rule.
It is done before enabling the rule itself to prevent us reviewing a very huge PR.
