Could we link to the HTML instead of the PDFs, and make a separate link to the PDF if you would like to keep the PDF link? Users might not have a PDF browser, but they'll definitely have a web browser if they are looking at an HTML file already.
Also, couldn't we just link to the local copy of the documentation using relative URLs inside the -bin distribution? That solves the dev bit, as well as making it more useful for someone without an internet connection.
e.g. the link for Getting Started would become: href="../../docs/html/getstart/index.html"
