Is there some reason why this user can't subscribe to the users@ list?
They found me in freenode and seemingly get no response from the list
emails (users@ and users-help@).

That usually means that the e-mail is failing to get past our spam filters.

I can try and track this down in our logs but, as I'm sure you'll
appreciate we get a LOT of email. The easiest way to do this is to do
the following:

1. Ensure you are sending plain text email
2. Send an empty email to users-subscribe@tomcat.apache.org, cc'ing
markt@apache.org
3. Let me (markt@apache.org) know if you don't get a subscription
confirmation back within 10-15 minutes.
