   This PR introduces the OpenWhisk NodeJS runtime which can be build/serve on Knative and/or OpenWhisk platforms.
   
   @mrutkows and I have been working off of a private repo at https://github.com/mrutkows/openwhisk-knative-build. It's now at a point where we can share our work with the community and continue working off of dev tools. 
   
   I have copied the entire private repo into sub directory `knative-build` under dev tools.
   
   There are lots of documentation, how tos, and test cases for your reference.
