Eroma closed AIRAVATA-3152.

tested in https://django.staging.seagrid.org/admin/credentials/#
Was able to share the newly created key b a user in admin-read-only group with member role. The key was shared with admin users with MANAGE SHARING

The admin group user can change the sharing permission of gateway user and read only admin groups.
