xml-security-c 1.7.0 release candidate

I've posted a release candidate of a minor upgrade to the C++ library that
fixes some small bugs and adds support AES-GCM (OpenSSL 1.0.1 only) and
RSA-OAEP w/ pluggable MGF from XML Encryption 1.1.

Until the mirrors pick it up, it's on the main site:

The minor version bump is because of API changes for GCM.
