cvs commit: TorqueException
TurbineException should go into a shared utility package as well, so
that TorqueException can subclass it. Is there a Commons package
which might house a TurbineException-style class?

Definitely. There's is duplicated code in Fulcrum and Torque. I think
a turbine-util package, as you suggested, would be a good place for
these things. Hopefully we can move all this code into the commons.
