starting work on VCL-19 and VCL-78

I'm about to start work on

VCL-19:
add configuration of v2 fields for management nodes
This one is pretty straightforward - just adding the right form elements in 
the Management Nodes->Edit Management Node Information section of the site.

and VCL-78:
API for backend to allocate computers for block reservations via the frontend
This was already discussed on the list in the thread "frontend API for block 
reservations (VCL-78)" that was started on Feb 4th.  Suggestions from that 
thread will be incorporated in my development.

I'm going to go ahead and lump the frontend and database portions of VCL-20 
into this as well since the work is done in all of the same places as VCL-19.
