Patch for "How to avoid moving to the Attic"

Hi Attic team,

Recent discussions with ASF members indicate that not all our
community members are aware of how to avoid the Attic.

How about adding the below patch to http://attic.apache.org/ to help
clarify that?

I also discussed this with Rich Bowen who might write a more extensive
blog post on the topic, and if that happens we might just link to it
from that section later.

Indeed, I have suggested that now on the comdev list, search for "Why
would a project move to the Attic?" at  [1].

I believe that dev/pmc.html is a good place to put whatever information we want to make available.

Putting information on the attic site is like posting a notice on the train station saying "You might want to look at going to the airport". 

I'd recommend having a section in dev/pmc.html like "How to keep your project and community healthy".

And not asking the Attic folks for advice how to avoid it.

Good question, which leads to https://www.apache.org/dev/pmc.html

The "How To Perform A PMC Roll Call" section there mentions the attic,
I agree that best would be to separate the pure Attic information from
the roll call description, and we can then add the "how to avoid the
Attic" info there. And then point attic.apache.org to it for reference
information.

I've put this on my (long) todo list ;-)

Maybe, but where? If someone has a suggestion for a good place I'm
open to it, and attic.a.o might then link to that.

The Attic does not try to grab projects for itself, so I'm not sure
that the information belongs on the Attic site.

Seems to me the information belongs upstream, before the Attic is even
considered as a destination.
