It is happending becasue of tomcat-users.xml  any advice what causes this ?

So, the root of the problem is that you are using Oracle's XML parser,
which doesn't recognize the option Tomcat is trying to set. But note
that you are only getting a /warning/: Tomcat is letting you know that
it failed to set a (useful) parser feature on the XML parser and that
you are being restricted to only using IANA-defined character encoding
names (which shouldn't really be a problem, honestly).

Your application (and server) should run without a problem.
