How to define user 'Include' files

How do you define user class 'include'  files for a webapp build? I am
trying to experiment with the esql bit.

I assume the build of a webapp needs to know where the jdbc jar file is
for using my database. Is there a way to define it via web.xml or
sitemap.xml? I have looked through them, but can't seem to find an
appropriate situation which would indicate such.
