We should exercise cancel rpc when fetch has not been called by either adding a delay before fetch rpc, or not executing fetch rpc sometimes. The cancellation side effects are (unfortunately) a bit different depending on whether the fetch path picks up the cancellation, so this is should be exercised explicitly.
