Hi Adam, Martin,
In these cases, its totally the decoration of the release manager (Martin in this case). Do not worry about the board report obligation, board certainly understands how multiple RC iterations happen and will not mind. Board would like to get an idea on how the community if doing and active releases demonstrate it.
So both of these options are ok, marking this as a known issue and proceeding with the release or calling a new RC. Martin your call.

Unless someone object, I could submit a RC2 tomorrow anyway without
deleting RC1. So the two opportunities will be available at community
choice.

Up to you Martin. It's easy to generate an RC#2. At the same time if you
VOTE +1 for RC1, and we get 1 more PMC RC #1, we can push this release,
which is functional and good; sure it doesn't handle the minus sign for
negative angles, but at the same time, we can easily spin a 0.4 RC #1
soon thereafter releasing 0.3 RC 1.
My VOTE would be to simply get another +1 on RC 1 for 0.3 and then push
0.4 with the update shortly thereafter.
More releases the better, more RCs are fine, but not as optimal as more
releases.
Cheers,
Chris

Martin,
Good catch! I don't see any issues with submitting another candidate
release but I don't know how the ASF handles this sort of thing. I noted in
the board report that we would have an official release *soon* but I would
like to get it correct the first time around. What do others have to say?
Thanks,
Adam

Hello all
Thanks Chris for checking!
Vote result so far is:
Chris Mattman: +1
Martin Desruisseaux: 0 (reason below)
Reason for my 0 vote is that I noticed the following bug today: angles
formatted by AngleFormat missed the minus sign for negative angles in
the (-1° ... 0°) range [SIS-120]. I ported the fix to the 0.3 branch.
Should I submit a RC2? I could do that tomorrow in probably 30 minutes,
since javadoc does not need to be regenerated.
