MROutputCommitter is just the Tez wrapper to take care of the real OutputCommitter, so I don't think we need this to be set to anything else. An enable/disable should be sufficient.

mapred.OutputFormat actually requires the OutputCOmmitter to be setup via a Configuration key.
mapreduce.OutputFormat expects the OutputFormat itself to return a committer (via the getOutputCommitter API). 

We could try exposing a method to set the real output committer for the mapred case, but I think that's just going to be confusing for users - since I don't think that'll take any effect for the mapreduce case.
