   ## What changes were proposed in this pull request?
   
   OFS and O3FS keys - isRecursive should be enabled by default.
   Exanmple: When a tag is applied to the key k1 then same tag should be applied to k1/k2
   These properties are configurable to deal with backward compatibility scenarios.
   Refactoring for better readability
   
   
   
   ## How was this patch tested?
   
   Existing Unit tests pass
   Manual tests in cluster
