ORC 1.7.0 Preparation

Hi, All.

After ORC 1.6.9 was released and we are heading to ORC 1.7.0.
As you know, branch-1.7 was created already last month as a soft feature freeze.
If you have any blockers for 1.7.0 release, please let us know.
