The Infrastructure for Enhancement Properties as introduced by STANBOL-488 require

1. Global Enhancement Properties to be defined (e.g. `enhancer.max-suggestions`, `enhancer.min-confidence`, ...)
2. Enhancement Engines to support those properties

This epic is about tracking those things for 1.* releases
