If one clicks any of the Permalinks, the anchored text is partially hidden under the page heading.

For example:
http://plc4x.apache.org/users/download.html#_toc_030_official_source_release__sha512___asc_

Another issue is that the Permalinks seem to be created from the entire heading text.
If any changes are made to the heading, the link will break.
Also they are rather long and prone to being wrapped in emails etc.
