New CI build system available

Hi all,

after a lot of work by the many volunteers, we have a new CI / build-system 
setup. You can see the current status at:

     http://ci.trafficserver.apache.org/


The goal is to continue improving and expanding on this, to allow for as 
broad coverage as possible. If you see something that's desperately missing, 
please let us know. Various more features are coming soon, such as 
integrating the automated RAT reports.
