You have the copyright. It's just not in the headers themselves. You know what you have contributed and we have a electronic trail. If you wish we can add verbiage in a NOTICE.txt (see http://svn.apache.org/viewcvs.cgi/incubator/jackrabbit/trunk/jackrabbit/ for example).

Our policy is to require the copyright headers, as otherwise people won't know that we have copyright in the files. Without the extra header, it would say that Apache owns the complete copyright, whereas we are only granting you a license, as I understand it. I'm not a legal expert, and I'll have to check with the people here who are authorised to make these decisions.

What is the normal way of handling this situation? Would it be acceptable if we just used a shorter header?

It is similar to the previous patch, except that it changes a few more old namespaces (TestTools was failing).

I've had a talk with the managers here. I think we could shrink the header down a lot, if that's the issue. The main question they have is:
who owns the copyright to code we submit? Presumably, we still own it (and are free to relicense it and use the code in other projects). If we don't have a header at all, the file would say that Apache owns it.

Of course, this particular patch is rather trivial. However, we want to sort out a policy for future contributions, since we use several Apache libraries in our software (see http://www.gria.org/ for an LGPL example) and we have other patches we could submit too.

I think we'll have to pass on the patch. it's a huge hassle to pass the whole verbose thing thru Apache Legal. If you can't make it work on your side, please let me know and we'll write our own code to do the needful.
