Xerces 2.6.2 Schema Validation Error: cvc-elt.4.2

Has anyone seen these errors before.  I'm validating xml against extended
schema's and there is a problem resolving the extended type.  I just have
have validation and schema validation features enabled.  Two other sets of
xml/xsd's from the same vendor are parsing and validating fine.
