Soap Installation & deloyment using descriptor xml

I am in trying to setup soap to run on Jrun 3.0 and delpoy a service from a
descriptor file.
At the moment I'm not sure if the issue is with soap or Jrun so any help you
could give would be much appreciated.
The install of soap seems to be ok, I can bring up the admin console, and I
have also tried to deploy using that without success either.

My directory structure is: 
C:\Jrun\servers\default\charm\web-inf\classes....
C:\Jrun\apache-soap...(as per the guidelines from your install instructions
for jrun3.0) deployed into C:\Jrun\servers\default\soap-xml.

CRPersistenceDescriptor.xml:

   <isd:provider type="java" scope="Application" methods="loadCR saveCR

</isd:service>

All the specified methods do exist. My thinking is that an issue exists
trying to locate <isd:java
class="com.vodafone.nmc.charm.persistence.soap.DBCRService"
