[RESULT][VOTE] Apache Aries releases from parent pom to Blueprint - attempt #3

The vote on attempt #3 has run for 72 hours (actually longer), here
are the results:

[+1] 7 There are 6 binding votes from PMC members (Daniel Kulp, David
Jencks, Graham Charters, Jeremy Hughes, Mark Nuttall, Timothy Ward)
and one non-binding, from Jean-Baptiste Onofré
[0] 0
[-1] 0

Thanks to everyone who has contributed with any aspect of these releases.

I'll work on making these releases available from the Aries site and
from the www.apache.org/dist location (mirrors will follow
automatically).
