Party export error

Using Release 16.11.03...

When exporting Party records from my work PC this morning, I got the following error:

I was able to get an export of Party, by using the Programmable Export feature. However, that tool did not generate a valid UTF Entity XML Representation. When I tried to import the file, I got this error:


The Following Errors Occurred:

ERROR: parsing file: ERROR parsing Entity Xml file: org.xml.sax.SAXException: A transaction error occurred reading data<br/>org.xml.sax.SAXException: Fatal Error reading XML on line 5, column 415<br/>org.xml.sax.SAXParseException; lineNumber: 5; columnNumber: 415; Invalid byte 1 of 1-byte UTF-8 sequence.
When I copy and pasted the text into the Import Text box and clicked the Import Text button, I was able to import the Party records.
