Info: The build fails due a RAT violation on GH, but not locally. In Slack Herve wrote it's okay to exceptionally ignore it, due the fact that the plugin gets retired.

doing like https://github.com/apache/maven-pdf-plugin/pull/65 for https://maven.apache.org/plugins/maven-pdf-plugin/
for the current plugin, there was no release in the past https://repo.maven.apache.org/maven2/org/apache/maven/doxia/ there is `doxia-book` with `1.2` release but not `doxia-book-maven-plugin`
but there is a site to update https://maven.apache.org/doxia/doxia-tools/doxia-book-maven-plugin/ 1.3-SNAPSHOT
