Fix zombie ClusterChecker after Controller.Close

Close() suspended the cluster checkers before stopping the event loops,
so a loop processing a late leader/store event could re-add a checker
via resume()/addCluster() that nothing would ever close. The leaked
checker kept force-pushing its (now stale) topology on every probe tick;
when that tick landed between a later test's SyncToNodes and its first
write, the node answered MOVED for slots of the stale topology — the
TestClusterFailover failure in CI (MOVED 13711 -> 7771, version stuck
at 1), reproducible locally 3/3 under -race.

Stop the event loops first, wait for them to exit, then suspend, so no
checker can be created after the final suspend. Full -race suite passes
3/3 with this change (was 0/3).
