### Description
After restarting, the routing rules do not take effect on a properly running apixis container, and the routing configuration information is not lost. It can be obtained through the admin API and no error messages were found in the logs.

@ShuLian1984 Is there any error log like `failed to create etcd instance for fetching /routes` when your APISIX restarts? Or any other log at the start of the restart? Can you check if there are active connections to etcd, specifically on the `/apisix/routes` when the container restarts?
And just to confirm, when you reapply the routes, it works again, right?

+ the etcd image `3.5.9-2` is not available in the registry 🙄.
I could not reproduce this issue using the docker-compose example provided here:

Nothing, only executing `docker restart apisix`.
the route data obtained in the admin API is correct and not lost. reapply the routes, and it works again.
