wiki spam prevention

Hi,

Looks like our wiki is attracting spammers. Unless anyone objects,
I'll ask infra to restrict wiki edit rights only to pre-approved
accounts.

After such a change one can still get wiki write access by just asking
for it here on dev@.

BR,

I filed https://issues.apache.org/jira/browse/INFRA-4742 for this.
