During share counting on a cluster with a large spread of machine sizes (30G up to 256G), and there are a lot of requests for 30G shares, but only a few for 45G shares, the current code will make a rounding assumption that tends to starve the small, 45G job.

The code needs to change to round UP, not DOWN, if the math calculating qshares has a residual.
