(STRATOS-388) CLI does not work with giving localhost to STRATOS_URL

Hi Lakmal,

This was intentional when I created the CLI initially. :)

I use org.apache.commons.validator.routines.UrlValidator and it rejects
localhost by default. Related JIRA:
https://issues.apache.org/jira/browse/VALIDATOR-248

We can enable localhost. I will fix this when I get some time.

Is this a blocker for your testing?
