PRIVILEDGED INSTRUCTION: Apache wont start

Summary: PRIVILEDGED INSTRUCTION: Apache wont start
           Product: Apache httpd-2.0
           Version: 2.0.45
          Platform: PC
        OS/Version: Windows XP
            Status: NEW
          Severity: Blocker
          Priority: Other
         Component: All
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: matt@triberyllium.uni.cc

Apache warns me of already loaded modules, initializes the network (I know this
because upon doing netstat -a it reports 127.0.0.1:http LISTENING) but after
about five minutes fails with a VC++ Runtime error "Priviledged Instruction"

I'm not sure whether it's a fault in my apache, mod_perl, mod_ssl, or php
