Design Docs & Partition Pruning Design

Hi all,

I've created a Gerrit review for a design doc
<http://gerrit.cloudera.org:8080/#/c/2149/> covering partition pruning.
Please comment on the review if you have any feedback on the design itself,
or any meta commentary about this method of doing design doc reviews (since
this is the first design doc review we have done).  I plan to start
implementing the design doc soon if there are no blocking concerns.
