[PR] docs(contributing): document skillOverrides for local development [airflow-steward]

choo121600 opened a new pull request, #101:
URL: https://github.com/apache/airflow-steward/pull/101

   ## summary
   * Adds Lightening the agent context under Getting set up in CONTRIBUTING.md,
explaining that runtime workflow skills (security triage, PR management, CVE allocation, etc.) can crowd the agent context while editing the framework itself.

   * Includes a minimal skillOverrides example showing how to disable unnecessary skills per-clone during local development.
